As of January 1, 2023

   Taxes for CPHTD are determined by the mill rate voted by residents at the annual meeting in May.  Tax bills are issued in July and are payable 

50% in July and 50% in January.  Make Checks,

pARKING pOLICY

    

This parking policy will help to keep our community safe and assure residents have access to parking when they need it. 


SECURITY: 

  • Continue locking the gate from sunset to sunrise. This will act a deterrent. As people realize we are paying attention, they will not be so likely to use the parking lot without a pass.
  • Issue new red hang tags and maintain data base of numbers assigned to each residence.
  • The green tags will no longer be honored.
  • Written names of hosts posted in car window will not be honored. 
  • Residents can get day passes for their guests when needed by contacting info@candlepoint.org. or contact a board member directly. 
  • Residents’ tax account must be up to date to receive parking passes and reserve the beach for party.


 PARTY GUEST 

  • Parking for residents hosting parties at their home: 
  • Temporary beach parking passes will be given to the host to share with their guests. These should be issued by CPHTD not just a note by the homeowner. 
  • Return the temporary passes to CPHTD by placing in the mailbox by the beach.
  • On busy summer holidays or weekends, the daytime passes should be limited. More passes could be permitted in the evening. 
  • The host family will be given a temporary code to manage the gate for the evening of their party.
  •  Parking for parties being held at the beach.
  • Temporary beah parking passes will be given to the host to share with their guests.
  • Temporary passes are to be returned to CPHTD by placing them in the mailbox at the beach.


OVER NIGHT PARKING: Can be used with the following requirements.

  • The car has a CPHTD hang tag in the window.
  • CPHTD has been informed the car will be there overnight.


Volunteers and Committee's

BEACH COMMITTEE 

Chairperson: Ruth Reda

Members: Volunteers are requested


Purpose:  The Beach Committee will be established to advise the CPHTD Board concerning care of the beach and provide service to help maintain a safe, inviting atmosphere.  This committee will be chaired by a director of the board, who will report monthly on the status of the beach.

Suggested schedule of activities for the beach committee:

Plant annual flowers and maintain them for the season.

Empty garbage cans that are in the beach area into the large bins in the parking lot. 

Clear “goose poop” and other litter from the beach area.

Weed flower beds near the parking lot.

Manage the locking and unlocking of the parking lot gate.

Advise the board concerning control of milfoil. 

Get bids for removal of milfoil.

Update the sign at the beach entrance.


ROADS COMMITTEE

Chairperson: Michael Keller

Members:  Volunteers are requested.


The Roads Committee will be established to advise the CPHTD Board concerning care of the roadways to maintain safe driving conditions.  They will be responsible to organize residents of the community to accomplish the tasks listed below. This committee will be chaired by a director of the board, who will report monthly on the status of the roads. The committee would be made up of a director from the board and five residents. Ideally these five members would represent the main roads Sherry Lane, Pine Drive, Valley View, Nutmeg Drive, and Lake Point Drive.

Tasks for the Road committee to oversee:

Get bids for snow removal and advise the board on granting a contract.

Get bids for storm drain maintenance and advise the board on granting a contract.

Clear brush on wooded areas of the community roads.

Set date for residents to clear brush from roadway by their property and haul away brush the

homeowner has collected.

Provide assistance to homeowners who may need help clearing the brush on their property.

Assure the traffic safety lines and speed bumps are painted clearly.

Assure that traffic signs are in place and not obstructed by vegetation.

Advise the board of roadways that may need repair. 

Inform the board of any concerns brought by residents in the community.

2023 ANNUAL MEETING - VOTING PROCESS

  WHO CAN VOTE

  • Any person listed on  the deed of property in CPHTD valued at more than $1,000.
  • Any CPHTD resident who is  registered to vote in New Milford, CT.


HOW TO VOTE

  • Each eligible voter  will check-in and his/her name will be marked as present to vote.
  • Voters must be present  to vote. There will be no proxy voting and no virtual voting.
  • Upon check-in, each  eligible voter will be given a ballot. 
  • The ballot will  include a slate of candidates from the Nominating Committee. 
  • Eligible voters can  nominate other candidates at the Annual Meeting. 
  • All candidates must be  eligible voters and current in their tax payment.
  • Candidates can only run for one office.


THE BUDGET 

  • The proposed Annual Budget will also be on the ballot. 


COUNTING THE VOTE

  • Once all nominations are received and the budget presented the number of ballots will be announced and voting will commence.  
  • After voters have cast their vote, the ballots will be gathered by two residents.
  • They will count the  ballots to be sure the number of ballots cast is no greater than the number announced. If there are fewer ballots, there will be a final call      to submit your ballot. 
  • Then they will tally the voting results. Counting will be overseen by a board member.
  • Once the results are announced, ballots will be given to the secretary to file with the minutes.
  • In the event of a tie,  eligible voters will re-vote by a show of hands until a winner is      selected.
  • If the proposed Annual Budget is not approved, eligible voters will re-vote by a show of hands  until an amended budget is approved.
